Kennedy Plaza Apartments
Kennedy Plaza Apartments, a 292-unit family housing complex originally developed under New York’s Mitchell-Lama program, was acquired by Liberty Affordable Housing in 2010. Due to the project's extensive size and the scope of required rehabilitation, it was subdivided into two parcels: Kennedy Plaza Associates and Kennedy Plaza Tower.
Kennedy Plaza Associates, comprising 88 units, was funded through the DHCR 2010 Unified Funding round, supplemented by a Federal Home Loan Bank grant, a Section 236 decoupling, and a SONYMA-insured mortgage from The Community Preservation Corporation.
Kennedy Plaza Tower converted 22 efficiency units into 11 one-bedroom ADA units, resulting in a total of 204 units. This parcel received funding through the HFA New Issue Bond Program with 4% Low-Income Housing Tax Credits (LIHTC), a HUD Section 236 decoupling, a Federal Home Loan Bank grant, a Neighborhood Stabilization Funds grant, City of Utica HOME Funds, and DHCR Weatherization Funds.
The substantial rehabilitation of both parcels was completed in December 2011. Upgrades included new elevators, windows, doors, roofs, and landscaping. Additional features included a playground and a furnished community room. Each apartment was updated with new Energy Star appliances, flooring, and refreshed kitchens and bathrooms, enhancing both functionality and comfort for residents.
